Piavlochy/josh, the "charm" you are thinking of is the Standard of Heros, it currently dosen't do anything and is a small token you get after completing the Uber Tristram missions.

Hey i got this charm from a friend that looks like a little green flag it only takes one space up and apperantly you can only use it at lv 90 could any one help me out on this one......

The Torch Stats are wrong and should be changed the Light Radius varies from +5 to +8.
